
The University Librarian is a Principal Officer of the University responsible to Senate for
the administration of the Library. The University Library is the soul of, indeed the heartbeat
of the university and should be manned by one who might be a scholar in his own right but
who must of course be a professional in the area of Library science. For a second generation
university like the University of Calabar, the office of the Librarian has grown and created
positions of deputies and assistants, each deriving his position from the statutory status
of the principal officer.
Realising the importance of a well-equipped library, which is indeed an indispensable tool of
the scholars of the university, National Universities Commission instituted a Library Development
Fund, which is managed by the Librarian on the advice of the Vice-Chancellor to whom he is
answerable. The Librarian, using the Library Development Fund takes care of procurement and
organisation of the teaching and research materials obtained from various publishing channels
both locally and internationally. These procurements are made in response to the needs of
Faculties and Departments channelled through the University Library Development Committee on
which all Faculties are represented. Students and staff are taught the use of the Library
by the Librarian through his professional staff.
